The ICCE has been establishing several contacts and protocols aiming the development of networks in different world regions. These networks will facilitate the implementation of the ICCE mandate, by identifying and recognizing the persons and institutions committed to finding solutions for the multitude of problems and pressures that coastal areas are already facing. Moreover, these networks will also provide the feedbacks concerning specific regional and local needs, which will guide the strategic plan of the centre, in order to provide effective support to problem solving in its field of expertise.

The ICCE participated at the meeting of the Community of Portuguese Speaking Countries (CPLP ) focal points, held in Luanda (Angola) in July 2010. There, in collaboration with the HIDROEX-UNESCO (Brazil), a proposal for capacity-building and training in water related issues for CPLP member states was presented.

In February 2010, Professor András Szöllösi-Nagy, Rector of the UNESCO Institute for Water Education (Delft, Netherlands) and ICCE met with the Portuguese Minister of Environment and Spatial Planning and Regional Development, Ing.Dulce Pássaro, to analyse possibilities for cooperation, also with the President of the Portuguese Commission for UNESCO, Ambassador Fernando Andresen Guimarães.

In March 2010, the ICCE and a delegation of HIDROEX-UNESCO (Brazil) led by the deputy Nárcio Rodrigues, met with the President of the Portuguese Commission for UNESCO, Ambassador Fernando Andresen Guimarães and with the Portuguese Parlamentarians from the Committee on Environment, Spatial Planning and Local Government, lead by deputy Dr. Júlio Francisco Miranda Calha and with the Committee on Education and Science, lead by deputy Dr. Luiz Fagundes Duarte.
